學 院 專 欄 FACULTY COLUMN The study of institutions has been a central concern in the !eld of public administration. Researchers have long recognised the importance of institutions in fostering economic development and effecting stable governance. For the market to function adequately and the polity to operate effectively, it is necessary to have in place a certain set of institutions that facilitate economic exchanges and adjudicate social con"icts. “Making institutions right” has become conventional wisdom.
