108 / / 109 On the one hand, competencies refer to skills when a certain level of dexterity or knowledge has been attained; on the other hand, competencies also refer to personal values or traits which motivate one’s actions. The seven competencies constitute the expected outcome of the education under RC Seven Competencies of RC 2.0 Education Chapter 9 (1) Responsible citizenship Affection for home country: The most fundamental responsibility of a citizen is patriotism. For local Chinese students in Macao, it means love for the country and Macao. For non-local Chinese students, apart from love for the country, they may have affection for Macao as their second hometown. As for international students, they may regard China and Macao as their second hometown, in addition to respect and love for their own country and hometown. Affection for one’s home country should be built on one’s identification with and understanding of the country. Social responsibility: Citizens should voluntarily shoulder social responsibilities in the society where they live, and assume their own social obligations. Law-abidance: One of the basic responsibilities of a citizen is to have a basic knowledge of the laws of the society where one lives, and to consciously observe and uphold the law. For local Chinese students in Macao, the first priority is to learn, understand and abide by the Constitution and the Basic Law. Integrity: Corruption, abuse of the law and fraud would cause immeasurable damage to society. A responsible citizen should also have a general understanding of the legal and ethical dimensions of integrity and honesty, as opposite to corruption and deception, and actively comply and promulgate them. (2) Global competitiveness Global perspective: Social, political, economic, cultural and other issues, whether large or small, be it local or international, can be approached from a global perspective. Developing the habit of thinking about all important matters from a global perspective is the cornerstone for students to build global competitiveness. Intercultural communication: Students should realise the need to strengthen their foreign language skills, be open to different cultures and strive for a deeper understanding of them, in order to engage in effective cross-cultural communication. This is the starting point towards global competitiveness. Cultural inclusiveness: Respect and tolerance for cultures different from one’s own as well as the ability to appreciate them are essential elements in maintaining global competitiveness. Independence and self-motivation: With the motivation and capacity to think and make decisions independently, students will be able to continuously improve themselves and thrive in global competition. (3) Knowledge integration Integration of academic knowledge: Academic knowledge is advancing rapidly and growing exponentially in the internet era. If students lack the skills to integrate and harness what they have learnt in different domains of knowledge, they may end up being overloaded with fragmentary knowledge, despite extensive reading. As a result, they could be left with abundant unconnected information with little insight of what such information implies. The ability to integrate and connect various kinds of knowledge is not only a value worth pursuing, but also an indispensable ability in the information era. Interdisciplinary communication, collaboration, and application: The use of knowledge to solve problems in modern society often requires collaboration across different disciplines. Therefore, the ability to communicate smoothly and effectively with professionals in other sectors with a view of creating synergy is a necessary condition for application of knowledge in handling important affairs. Critical thinking: In the age of the internet, where there are so many different voices and opinions and so much information that it is difficult to separate fact from fiction, students should recognise the importance of analytical and critical thinking and do their best to strengthen their capability in this regard. Only in this way will they be able to distinguish what is valuable or useful from what is worthless and useless, and avoid blindly falling in with the crowd. Only when one can distinguish truth from falsehood and able to garner essential information, can one effectively integrate and apply knowledge. Creativity and innovation: Social progress is possible only with new knowledge and breakthrough achievements springing from creativity. Knowledge integration is conducive to inspiring imagination, crossdisciplinary exploration and thinking out of the box.
